GCSE Results 2026: Why the Resit Problem Keeps Getting Worse

On results day this month, more than 219,000 teenagers and young adults sat down to check a GCSE maths grade for the second, third, or even fourth time. Fewer than one in six of them passed.

GCSE results, published on 20 August, confirmed a trend that has now run for five years running: pass rates in English and maths are falling, even as the numbers of students required to retake them keep growing. For any parent whose son or daughter is heading into a resit year, the figures are worth understanding properly, because they point to something more useful than "results are getting worse". They point to exactly where the system is failing students, and what tends to work when it doesn't.

A Fifth Year of Falling Pass Rates

Across all GCSE English language entries, the proportion reaching a grade 4 or above slipped from 59.7% to 59.5% this year. In maths, the fall was sharper: down a full percentage point, to 57.2%. According to analysis from FFT Education Datalab, the overall GCSE pass rate across all subjects, at grade 4 or above, was 67.3%, down slightly for the third year in a row and now roughly back in line with where it stood in 2019, before the pandemic disrupted grading. Top grades barely moved, with entries at grade 7 or above edging up from 23.0% to 23.1%.

Taken on their own, those are small shifts. What makes this year's results notable is where the decline is concentrated: not among 16 year olds sitting GCSEs for the first time, but among the growing group of 17 and 18 year olds sitting them again. Schools Week's own analysis of this year's data also pointed to a widening regional divide in attainment, even as the gender gap between boys and girls narrowed slightly, a reminder that "this year's results" rarely means the same thing for every student, or every part of the country.

The Post-16 Resit Trap

Since 2014, any student who leaves school without at least a grade 4 in English or maths has been required to keep studying and resitting the qualification while in full-time education, as a condition of their college place or funding. This year, that requirement pulled in more students than ever: around 219,135 people aged 17 or over sat GCSE maths, roughly 6% more than the 206,732 who did so in 2025, and about 187,558 resat English.

The pass rates for both groups moved in the wrong direction. Just 15.3% of that 17-plus maths cohort reached a grade 4, down from 17.1% the year before. In English, 19.8% passed, down from 20.9%. So more young people are being asked to try again, and a smaller proportion of them are succeeding, a combination that is difficult to read as anything other than a system under strain.

It is worth pausing on what those numbers mean for an individual student, rather than a national statistic. A 17 year old resitting maths this year was one of roughly 219,000 in the same position, and had, on average, a worse chance of passing than a student in exactly the same position twelve months earlier. That is not a story about one cohort being less able than the last. It is a story about a system processing steadily more resit students without a matching increase in the support built around them.

A Policy Under Pressure

Education secretary Lucy Powell called the trend "one of the most pernicious examples of the education system setting kids up for a cycle of failure", and pointed to newly developed "stepping stone" qualifications as a possible route to better outcomes for resit students in future. Her comments reopen a debate that has followed the resit policy since it began. The Education Policy Institute has argued that the current approach treats two very different groups of student as if they were one: those who missed a grade 4 by a single mark, and those who are starting several grades below it. Both are placed on the same resit pathway, in the same classes, working towards the same exam, despite needing quite different support to get there.

The "stepping stone" qualifications Powell referred to are still being developed, and any change of that kind would take years to reach classrooms. For a student sitting a resit this coming November or next summer, the policy debate matters less than a much more immediate question: what changes between now and their next exam.

Why So Many Students Get Stuck

Teachers and researchers who work with resit students describe a familiar pattern. Schools and colleges are, understandably, built around preparing students for their first sitting in Year 11. Resit classes, run alongside A-levels or vocational courses the following year, often receive less specialist attention, less curriculum time, and less continuity of teaching than the original GCSE course did.

Motivation is just as significant a barrier as teaching time. Students arriving at a resit class have, by definition, already failed once, often more than once, and many describe turning up with what researchers have called "expectations of continuing failure". A student who has decided they simply "can't do maths" is unlikely to be moved by another year of the same lessons, delivered the same way, to the same effect.

None of this is only a post-16 problem. Every one of this year's resit students was, at some point, a Year 10 or Year 11 student whose grade 4 looked within reach but was never quite secured. For a parent whose child is currently heading into GCSE year with maths or English as a shaky subject, the resit figures are less a distant statistic than an early warning: the cheapest and most effective point to close a grade 4 gap is before results day, not after it.

What Actually Helps

The evidence on what does work is more encouraging than the headline figures suggest. Students who are close to the grade 4 boundary, in particular, tend to respond well to focused, targeted support rather than a full repeat of the GCSE course. Rather than re-teaching everything from September, the more effective approach identifies precisely which topics or exam techniques cost a student marks the first time, and builds a plan around closing that specific gap.

For a parent watching a son or daughter face another year of GCSE resits, results day can feel like confirmation that nothing has changed. But the data suggests something more specific than that. It isn't ability holding most of these students back. It's whether the months before the next sitting are spent doing something different from the months that came before. A resit is not simply a repeat of last year. Done properly, it is a far narrower, far more solvable problem than it first appears.
